PACK 3030 POLICIES & GUIDELINES
This
organization shall be known as the Harrington Elementary PTO Cub
Scout Pack 3030, Lighthouse District, Gerald R. Ford Council, and
Boy Scouts of America (BSA). All members must agree to abide by
the constitution and by-laws of the Boy Scouts of America. Anyone
who is directly or indirectly connected with the pack, shall be
governed by the constitution and the by-laws of the National
Council and/or such rules and regulations as may be adopted and
approved by the Pack Committee as long as they do not conflict
with the constitution and the National Council.
GENERAL REQUIREMENT
All rules and policies of the Boy Scouts of America must be
followed.
All rules and policies of Pack 3030 will be determined by a
majority of the Committee.
All activities, travel, gifts, reimbursements, and awards done or
given at the Den level or Pack functions must be approved by the
Committee first.
All parents are welcome and encouraged to take part in any or all
Committee meetings.
Cub Scouting is a family organization. Each family registered in
Pack 3030 is expected to participate actively. Adults will be
called upon to fill vacancies at the committee level, leadership
level, and other activities. It is the general policy to have at
least one parent to hold a Pack responsibility during each year
their son is in Cub Scouts.
Each scout should have at least one Parent for the boy present at
all pack meetings and activities. If a Parent is unable to
attend, another adult from the den may be responsible for the boy.
Den Leaders need to make sure there is an adult to come up with
him for advancements and is responsible for him at all meetings
or activities. Awards are presented to a Parent or Adult who will
then present the award to the boy at the pack meeting. No boy
should ever come up to receive an award alone.
Dens should consist of at least 5 boys and ideally no more than 8,
see Den Rules for more details.
Parents will be advised of the times and dates of the den, pack
and committee meetings.
It is mandatory that parents attend at least one committee
meeting and one parents meeting in a scouting year. Failure of
parents to fulfill this commitment may result in membership being
termed Inactive and the loss of the privilege to participate in
pack activities and events under the review of committee. This
action may be taken under the advisement of the Committee
Chairman and Cubmaster.
MEMBERSHIP
This membership will be open to any boy in grades 1-5. Active
membership is having good attendance (75%), participation in Pack
Fundraisers and working on den and/or Pack projects.
Membership shall include all parents, guardians, and duly
registered adults.
The scout registration fee shall be $ 32.00 for a Returning Cub
and $40.00 for a New Cub.
Boys Life Magazine is included in the cost of registration.
Registration fees to join Pack 3030 are as follows:

Special circumstances are to be brought to the attention of the
Committee. No boy shall be denied membership in Pack 3030 because
of financial hardship in the family. All cases shall be brought
to the attention and will come under consideration of the
Committee Chairman, Cubmaster, Treasurer and the Charter
Organization Representative in a Confidential Quorum. Membership
shall be open or closed upon the discretion of the committee.

Committee Chair
The Committee Chair position will be filled by a volunteer from
the Pack families, the Charter Organization, or assigned when a
volunteer can not be found. The position is responsible for
maintaining a close relationship with the Charter Organization,
supervises Pack committee operations by - calling and presiding
at monthly pack leaders' meetings - assigns duties to and trains
committee members, plans for Pack charter review and
registration, and working with the Treasurer to monitor finances
and ensure adequate financial records are kept. The Committee
Chair attends Roundtable meetings, and Committee meetings monthly.
This position will be a registered adult leader of the Boy Scouts
of America.
Cubmaster
The Cubmaster position will be filled by a volunteer from the
Pack families or the local community. The Cubmaster is
responsible for coordinating Pack meetings, Den assignments, and
guides and supports den leaders. The individual works with the
Pack committee on program ideas, selecting and recruiting adult
leaders, and establishing a budget plan. As a team with the
Committee Chair the Cubmaster works to cultivate, educate, and
motivate all Pack leaders and parents in Cub Scouting. The
Cubmaster will be a registered adult leader of the Boy Scouts of
America, and will complete appropriate training.
Assistant Cubmaster
The Assistant Cubmaster position will be filled by a volunteer
from the Pack families. The Assistant Cubmaster is responsible
for assisting the Cubmaster in the running of the Pack meetings.
The Assistant Cubmaster will be a registered adult leader of the
Boy Scouts of America. The Assistant Cubmaster will fill in for
the Cubmaster when needed.
Tiger Cub Coach
The Tiger Cub Coach position will be filled by a volunteer from
the Tiger families, or assigned when a volunteer cannot be found.
The position focus is to help ensure contact is maintained with
the Tiger Cub dens, and to coordinate Tiger Cubs participation in
Pack meetings. The Coach is responsible for keeping the Cubmaster
and Committee Chair aware of Tiger den issues. This position will
be a registered adult leader of the Boy Scouts of America, and
will complete appropriate training.
Treasurer
The treasurer position will be filled by a volunteer from the
Pack, or assigned when a volunteer cannot be found. The treasurer
is responsible for providing a written report of income and
expenses at every Committee meeting, and will provide an annual
report for budgetary purposes. The Treasurer will take
responsibility for all money transactions in the pack. This
position will be a registered adult leader of the Boy Scouts of
America.
Secretary
The secretary position will be filled by a volunteer from the
Pack, or assigned when volunteer cannot be found. The secretary
will be responsible for providing a written report at every
Committee meeting and working with the Webmaster position to
ensure timely publication of the reports on the WEB.
Additionally, the secretary will be responsible for keeping a
copy of Pack Policies and reports in the committee files, and
make copies available to ALL members of the Pack, as needed. This
position will be a registered adult leader of the Boy Scouts of
America.
Advancement Chair
The Awards Chair position will be filled by a volunteer from the
Pack, or assigned when a volunteer can not be found. The Awards
Chair should have a working knowledge of the Cub Scout and
Webelos Scout advancement plans, and works with the individual
den awards persons to complete Den Advancement Reports. The
position coordinates the purchase and organization of ALL
standard awards to be presented to the scouts at the Pack
meetings. This position will be a registered adult leader of the
Boy Scouts of America.
Committee Members at Large will be filled by volunteers from the
Pack, or assigned when volunteers cannot be found. Members at
large will be Chairpersons or Coordinators for various events and
activities the Pack holds through the program year.
Adult Registered Volunteers are expected to purchase uniform
within four (4) weeks after registering with Pack 3030. Adult
volunteers must attend a minimum of 75% of scheduled meetings. If
volunteer cannot attend they must appoint someone to be there in
their place and notify the Committee Chairman and/or Cubmaster. A
volunteer missing more than 25% of the meetings or 2 consecutive
committee meetings may be brought up for review by the pack
committee.
Den Leaders
Are required to register with the Boy Scouts of America. At least
one registered adult and one assistant MUST be present at each
den meeting- a minimum of two-deep leadership is required at all
den meetings. If this is not possible, the den cannot meet.
Are required to wear the full uniform for their position, to ALL
District, Council, Pack meetings and activities. They should set
a good example for the boys.
Should have a goal to hold 3 meetings a month throughout the
school year. These do not include the Pack meetings. During the
summer months the dens and their leaders are encouraged to join
in the summertime pack activities and are not required to meet at
the Den level.
Are expected to attend den leaders meetings, roundtables, and
committee meetings each month or make sure a parent from their
den attends. 25% absence is considered inactive membership and
will be reviewed by the Pack committee. A den leader and/or
assistant den leader should be at all scheduled meetings. If both
are unable to attend, a den parent should be present.
Are responsible, or makes sure a parent from their den, maintains
the awards records for their den and will work with the
Advancement Chair to ensure accuracy of the Pack records. Parents
may be questioned as to the lack of advancement of their boy.
Are responsible, or makes sure 1-2 parents from their den, serves
on the pack committee in some capacity. This way a den is always
represented at the pack committee meetings.
Should remember that they represent Boys Scouts of America and
Pack 3030 at all meetings and should act accordingly.
Should work with the Cubmaster and the Committee Chair when dens
are being formed. Dens should consist of at least 5 boys and
ideally no more than 8. No boy will be refused membership and
dens and families need to cooperate to avoid leaving anyone out
of scouting that is interested, for financial reasons.
Are expected to provide information to all families of
advancement programs and time lines to complete advancements.
Pack committee may ask for a review of cubs not advancing in a
leaders den.
Are expected to provide information to all families of events and
activities. Information for these will be given out at committee
meetings. Leaders are also to provide the committee with its den
calendar of scheduled meeting and activity dates and times. It is
up to the den leader to make sure flyers and forms make it to the
parents and back to the committee.
Newsletter and Annual Calendar
Each Den will appoint a Cub Reporter and a parent helper for each
month to give information about their den to the Newsletter
Committee Chair and the Webmaster. An annual calendar and a
monthly newsletter will be maintained for each program year.
Webmaster
A volunteer will fill the Webmaster position from the Pack. The
position is responsible for working with the Pack membership to
assist in the development and maintenance of the Pack Web pages.
The individual works closely with the Cubmaster, Committee Chair,
and Secretary to ensure timely publication of Pack reports, etc.
A working knowledge of HTML is needed by the person(s) filling
this position.

Attendance
Boys must attend ALL Den and Pack meetings throughout the school
year. Missing 25% of scheduled den meetings and Pack activities
is reason for Pack Committee review. Membership is termed
inactive.
A minimum of 75% participation in all official Den and Pack
activities is one of the requirements for remaining in the pack.
Missing three (3) consecutive Pack activities is considered
reason for dismissal from the Pack. Failure may result in the
loss of the privilege to participate in pack activities and
council events. Reinstatement is at the discretion of the Pack
Leaders and/or the Pack Committee.
Adult volunteers must attend a minimum of 75% of scheduled
meetings. A volunteer missing more than 25% of the meetings or 2
consecutive committee meetings is reason for Pack Committee
review. Membership is termed inactive and they may be replaced
without warning. A den leader and assistant den leader should be
at all scheduled meetings. If both are unable to attend, a den
parent should be present.
The Den Leader must be notified in advance in order for an
absence to be excused. It is the responsibility of the Cub Scout
or his parent/guardian to inform the Den Leader as far ahead as
possible when he will be unable to attend a scheduled event. Many
events need for an accurate head count.
Exceptions are: Illness, when the den leader is notified, Family
emergencies and one meeting per year for family vacation.
All excused absences MUST be told to the Den Leader 1 week before
the meeting or activity.
Each Webelos should attend one Webelos Council Activity under the
leadership of the Pack.
Discipline
Discipline is the setting of loving limits to help a child
understand and adopt a set of values so his character is shaped
rather than his behavior merely controlled temporarily.
BSA and Pack 3030's feelings on discipline:
A child may be asked to sit by himself for a time if his actions
warrant this.
Parents will be notified of all behavior problems
If a problem continues with a boy, the Den leader contacts the
Pack Committee and the parents.
If the problem cannot be resolved after discussion, the parents
will be required to participate at den meeting with their son.
Continued behavior problems in the den will be referred to a
quorum for remedy
We do need the help of the parents at Pack meetings and events to
help encourage good behavior and appropriate respect of others.
Meetings
The Pack shall meet in its entirety once a month. Den meetings
are, however, optional during the summer.
Monday Night will be Scout Night for our pack with dens meeting 1st,
2nd and 3rd Mondays and Pack meeting on the last Monday of the
Month. If there are 5 Mondays in the month, dens do not have to
meet on the 4th Monday. See Den Leaders for exact time and
location.
Pack meetings will be held monthly throughout the school year at
Harrington Elementary School. The meetings are held in the gym
starting promptly at 7:00 PM. School holidays and school
functions sometimes will cause us to reschedule.
Uniforms
All boys are expected to purchase uniform within six (6) weeks
after induction. Uniforms are worn at ALL Den, Pack, District and
Council functions and any other time when representing the Boy
Scouts of America. ALL Insignia must be in proper places. All
leaders are required to wear the prescribed uniform.
The pack will have unannounced uniform inspections. Award cards
will be presented to each scout who meets the uniform
requirements.
Temporary patches and badges can be sewn on the right pocket for
a 30-day period then it is recommended that it be removed from
uniform and sewn on to red vest or camp blankets. Temporary Patch
Holders are available from council.
Only current Service Stars, Attendance Awards, Summertime
Activity pins, Recruiter Patches and Quality Unit Patches may be
worn at one time. In January Service Stars will be collected by
the den leaders and turned in to the Advancement Chair so they
can be updated at the Blue & Gold Banquet.
Class A Uniform
Adults: Khaki scout shirt, (Women may wear the Yellow scout shirt)
appropriate neckerchief or bolo, olive slacks/shorts or dark blue
jeans and belt.
Boys: Minimum uniform requirements for the boys include the
appropriate shirt, scarf, slide, belt and hat. They are to be
worn with a neat pair of jeans, shorts (no cut-offs) or pants.
Wolf, Bear and 1st Year Webelos - Navy cub scout shirt,
appropriate neckerchief and slide, dark slacks or jeans,
appropriate hat, Cub Scout or Webelos buckle and belt
1st Year Webelos & 2nd Year Webelos - Khaki scout shirt,
appropriate neckerchief and slide, dark slacks or jeans, Scout
hat and Scout buckle and belt.
Tiger Cubs - Orange Tiger Cub T-shirt/sweat shirt, dark slacks or
jeans, hat, and Cub Scout belt for paw totem.
All boys shall be expected to purchase appropriate books.
1st Grade- Tiger Cub Packet
2nd Grade- Wolf Book
3rd Grade- Bear Book
4th and 5th Grades- Webelos Book
For summertime activities boys can wear a Cub Scout activity/camp
T-shirt, or other casual attire as appropriate. Participation in
some summer activities will require Class A uniform. (As outlined
above.)
Expectations of Family Regarding Advancement
Parents may be questioned as to the lack of advancement of their
boy.
We expect that parents be involved with their boy and help him
achieve. The following are suggested goals set by BSA National.
Boys learn and advance at different rates and this is taken into
consideration. The goal of Bobcat Rank is within 3-4 weeks. The
goal of Wolf, Bear or Webelos Rank is within 4 months. It is also
possible for a boy to achieve 3 Arrow Points in Wolf & Bear
Dens. 5 Activity Badges, Compass Emblem for a Webelos within the
current year in addition to their rank advancement is a reachable
goal.
The den leader will contact parents of the boy who is not
achieving first, and if there is still no progress in
advancement, the Pack Committee will call the parent for a review.
Although some advancement requirements may be met in the den,
most will need to be completed at home with the parents and
cannot solely be left up to the den leader. We would like to see
each boy anxiously engaged in seeking after his Arrow of Light,
his World Conservation Award and his Religious Award by the time
he "Crosses the bridge to Boy Scouts."
Advancement & Goals
The pack will be responsible for furnishing most awards and
badges on the pack committee approved list. Advancements and
awards are presented to only Scouts and Scouters in full uniform
at pack meetings.
Tiger cubs (1st Grade), a more informal program from cub scouts,
are awarded tiger paws and white & orange beads for
participation in their Tiger Big Ideas. Paw Totem, all beads and
any other pack activity awards will be presented at the pack
meetings. The leader will present paw prints at the den level.
Cub scouts (2nd through 5th Grade) are eligible to earn

The Pack will finance ONLY awards on
the Packs standard awards list determined by the pack committee.
If there are any questions about a boy earning an Award, the den
leader will first check with the parents and/or with the Awards
Chair.
Hiking or similar patches earned by individual dens can be
awarded at Pack meetings, and are subject to Committee approval.
Non-standard Pack awards are at the dens own cost. Rank Awards
will be given at the Pack meetings unless
otherwise approved by the committee.
Arrow of Light must be reviewed by the Awards Chair and Cubmaster
because of its significance in scouting.
Religious Emblems (P.R.A.Y.)
Boys are encouraged to earn the Religious Emblem of their faith.
This must be earned with the help of parents and clergy. This
cannot be done in the den due to all the different religions
involved. The emblem is awarded by the religious organization NOT
Boy Scouts of America. A copy of the emblem award certificate
from the religious body will qualify the scout for the BSA
religious knot.
Sports/Academic Program (committees approval only)
Training
It is mandatory ALL Leaders and
Committee members in Pack 3030 attend Cub Scout Basic Training
and at least one other Council Training session during the
current year. A properly trained leader or committee member will
better understand the scouting program and be able to convey the
program to Cub Scouts and parents. Training Awards will be
recognized at Pack Meetings.
Den Rules
Boys are to follow the leadership of the Den leaders and conduct
themselves appropriate to the rules/laws
of scouting and Pack 3030 at all times.
A fee of $20.00 is collected as den dues at the time of
registration. This is in addition to our pack registration. This
allows the den leader a budget for den expenses. This can be paid
at the time of registration in full or split up $10.00 at
registration and the balance of $10.00 in January. Dens cannot
conduct fundraisers at den level.
Dens should consist of at least 5 boys and ideally no more than 8.
A Den reaching 10 in number will be asked to split unless
Committee approval is gained and the parents in the Den agree to
increased participation; a ratio of one adult to 3 scouts is
needed in this case with a minimum of 2 adults being present at
all times.
No boy will be refused membership and dens and families need to
cooperate to avoid leaving anyone out of scouting that is
interested.
Parents must agree to and participate in den activities and help
when needed.
Fund Raisers are conducted only with Council and Committee
Approval.
All Cub Scouts and their families are expected to participate in
Pack 3030's Pop Corn Sale Fundraiser because they benefit the
whole pack. This is the only support to the Pack for many program
activities. The budget for the year is set by our sales profits.
Pack Policies & Guidelines
These policies and guidelines shall remain in effect until added
to or amended by a Quorum and again approved by the committee.
These policies and guidelines shall be reviewed for
interpretation, if the need should arise, by the committee. We
understand that we cannot cover all potential interpretations in
these policies and guidelines and are not responsible for such
situations.
